Ground conditions, council posture and the age of the housing stock all change what a retaining wall or a boundary fence needs, and they change over surprisingly short distances. A benched block in a new Ipswich estate and a hand-cut bench under an inner-Brisbane cottage are the same category of work and almost nothing else in common.

How the ground changes across the four regions

Brisbane

Brisbane is a ridge-and-gully city built on old cut-and-fill subdivision, so the retaining question here is usually topography rather than soil. Much of the post-war and interwar housing sits on hand-cut benches held by timber sleeper walls that are now decades old, which makes repair-versus-replace the most common enquiry rather than a fresh wall. Brisbane City Council applies the standard state triggers with no local override: more than 1.0 metre of retained height, a surcharge load at any height, a wall within 1.5 metres of a building or another wall, or a wall forming part of a pool barrier.

Ipswich

The Ipswich region splits neatly in two. Around the older city, heritage-era properties sit on reactive clay near the Bremer River, where seasonal ground movement and long-missing drainage drive the work. Out through the Greater Springfield and Ripley growth corridors, blocks are benched during subdivision and the retaining wall and the boundary fence usually go in together on the same new lot. The state approval triggers apply the same way. What changes is timing, because new-estate work has to be sequenced around a neighbouring build.

Gold Coast

Gold Coast sites divide between canal and lake-edge estates built on filled ground, where footings and settlement matter, and the hinterland foothills toward Springbrook, where grade makes terraced retaining routine rather than optional. Coastal salt air is the other constant, and it shortens the life of fence hardware that was specified for an inland site. Gold Coast City Council follows the state approval triggers, with soft-fill and steep-grade engineering sitting on top of that standard test.

Sunshine Coast

The Sunshine Coast is the exception worth reading carefully. Sunshine Coast Regional Council states that a building permit is required before construction, modification or repair of most retaining walls, not only those clearing the general 1.0 metre test, and it acts as a concurrence agency for walls over 2 metres. Sites mapped in the Landslide Hazard and Steep Land Overlay also need a slope-stability assessment. If you have read elsewhere that a wall under a metre never needs approval, that guidance does not hold for this council.
